That is partly because it tough to do in a sea of candidates, but moatly because the talent aquisition processes are transactional and are NOT designed to attract talent rather just fill a position, tick a box. Etc.
Thats what HR is often measured on..time to fill, number of sales etc..not whether the candidate is talent or not.
